TW-903 Nice to have time statistics for inspections

  The issue is visible to the selected user group only
Nice to have ability to find out how much time eachs inspection takes during inspection run. MPS inspections requires 1.30hrs to run and obviously some of them take much more time than others. It'll be good if it can be viewed in inspection report.

This will require IDEA command line inspection runner to monitor inspection progress and export stage statistics.

This would be extremely helpful in finding out which of the inspections we have configured is taking 17 out of 19 hours of the run

Because of this problem our team doesn't use inspections at all. No one wants to wait 10 hours until inspections complete. And after 10 hours' time it is too late to fix something, so no one fixes errors found by inspections.

+1, if nothing else, having the time would allow splitting the long running inspections into a nightly project while keeping ones that run in "CI" time in a dependent project.
