TW-314 Agent configuration: allow protection from running any other build types on an agent

  The issue is visible to the selected user group only
In agent configuration have a property which defines complete set of build types that can run on this agent.
This is useful when I want to protect some agent from running arbitrary builds (that can have no special requirements for an agent).
