RUBY-4194 Empty page for "Navigating back to source" in web help

Issue is visible to: All Users

see page IntelliJ IDEA / Procedures / Debugging / Using Breakpoints / Navigating Back to Source
- in web help it is empty and only shows See also; in the Help Manager it is rendered properly.

Issue was resolved

There was a problem with conditional inside of a procedure block. Not anymore it isn't.
