RUBY-3701 UI layout problem when choosing Rails 2.3.0 for a new project

  The issue is visible to the selected user group only

The 'Rails Application Settings' dialog layout gets broken once I select Rails 2.3.0.

My suggestion is to put the "not fully supported into the combobox with versions" e.g. "2.3.0 - this version is not fully supported"
