RUBY-3221 Gems unfreeze causes removal of local gems

1. Open rails project
2. Set Rails-enabled SDK
3. Freeze rails
4. View the state of Gem Manager - frozen gems are shown
5. Unfreeze rails
6. View state of Gem Manager

No gems is shown.
Frozen gems should be substituted with standad Rails from SDK
