  The issue is visible to the selected user group only
1. Dialog title should use title case!

2. I do not see why checkboxes in "Affected elements" list should use title case (e.g. "Readonly Field", use "Readonly field").

3. "TypeParameter" should be changed to "Type parameter".

4. Does "Field" checkbox affect readonly fields? If it does not it should be named "Non-readonly fields".

5. Why is "Class" checkbox checked intially when I create a new rule?

6. Use of word "element". I do not think we should use it (that's internal PSI term). Use word "entity" when you need some word.
Change texts:
"Edit affected elements kinds" –> "Affected entity kinds"
"Affected elements:" –> "Affected entities:"
"Element access rights:" –> "Access rights:"
"Element staticness:" –> "Static/non-static:" (term "staticness" is doubtful)

7. Change "Description:" to "Rule description:".

8. The description field is misaligned.

9. 2 checkboxes that contol static/non-static filtering are confusing. (What is static namespace, for example?) I would change them to 3 radio buttons: "All", "Static only", "Non-static only".

10. Change "Edit naming style" to "Naming style".
