RSRP-70556

ReSharper treats CSS files as XML files

When editing a CSS file, resharper thinks it's an XML file and underlines the whole file with red. The errors at the right say "Text is not allowed at root level" and it wants to convert everything to CDATA.

I've attached a screenshot.
