RSRP-57381 QuickDoc: Make URIs Clickable

Issue is visible to: All Users

If there are URIs in the XmlDoc text, such as an Obsolete attribute on a CLR member, or some reference to help from the summary/remarks, the link should be clickable to open the target page in a Web browser.

The Web browser could be the user's default browser, or maybe rather the built-in browser of DEVENV.
