ReformatCode: When Running on a Solution for the First Time, Would not Show the Dialog |

Settings are per-solution. When run for the first time on a new solution, should present with the full UI for picking the appropriate settings. Otherwise I might be losing functionality of the full reformat without actualy knowing that.
