RSRP-43772 Ctrl-Click: preview of the declaration

On Ctrl-Click, ReSharper could not only highlight the reference, but also (probably after some delay if the user stops at the reference) display a small tooltip with a preview of the declaration (similar to Quick Doc feature)

If you point some member then small tooltip with declaration will popup. QuickDoc is too big to show it automatically, so it is only invoked by user explicit action.

Alexander, it was originally suggested that quick doc is show when Ctrl is being held. So there is some kind of "explicit action", actually.
