RSRP-34374 Empty namespace declaration is redundand - wrong highlight range

Issue is visible to: All Users

namespace JetBrains.ReSharper.Daemon.CSharp.*QuickFixes*
{}

Only bold text is highlighted with gray, should highlight the whole declaration, including "namespace" keyword and braces. Rationale: QuickFix removes the whole declaration.
