You can check it in the Settings->File/Directory Options.
The local history become so useless if the sources contains any Chinese characters.
It really bothered me for a long time.
Another question: do you use some version control in your project?
I do not use any VCS besides local history.
Tested on both OS with a IDE default encoding = UTF-8, project encoding = GBK (no more specific encoding settings), with the single java source file with Chinese chars in a comment. On Windows no false changes are shown, on Mac they are.
