IDEA-49207 OSGI: provide possibility to preview the osmork-controlled manifest

  The issue is visible to the selected user group only
actually if you use osmork-controlled manifest, the manifest.mf file is created on jar building, and user gets it inside the jar file only.
It would be nice to have possibility to view the generated manifest to control its contents

I have added a menu entry in the tools menu, which allows viewing the manifests of the generated JAR files for each module having an OSGi facet.
