IDEA-49016 Allow to specify the name of the manifest file

  The issue is visible to the selected user group only
Right now it is possible to specify the location of a manually edited manifest file, but not its name. Our automated build system uses a custom name for the unpackaged version of the manifest file, so it would be very useful to be able to specify the name of the file as well as the location.
