actually the comment entered in CheckOut dialog for changes files is used as default comment in Commit dialog; teh user has possibility to change the message and commit with comment that differs from check out one - this is correct behavior.
If the user changes the comment in Commit dialog and then cancels it, the entered commit should be remembered for the next Commit invocation. Actually the check out comment is used.
