IDEA-47574 ClearCase: on file rename don't try to check out package that is already checked

Issue is visible to: All Users

from clearcase client check out the directory
from idea refactor/rename some class in this directory and commit:
---> the error message 'commit fail' appears: the problem is that we are trying to check out the folder that is already checked out

the main problem that the refactoring results are really incorrect in this case: the file rename is not performed, but the class is renamed and new contents is committed
