IDEA-46582 Extract method from static context allows disabling of "Declare static" checkbox but makes a static method anyway

  The issue is visible to the selected user group only
The "Declare static" checkbox is initially disabled, but typing a method name enables the checkbox. Unchecking it does nothing (signature preview stays the same, created method is static). The checkbox should remain disabled (and checked) when invoked from a static context.
