IDEA-46534 Settings / Plugins: Reset does nothing

Issue is visible to: All Users

Settings / Plugins.
Install a plugin, disable another.
Reset link appears.
Try to use it: plugins are reloaded, nothing changes and Reset is available again.
Either remove or make work.

Minor IDEA-46601 is present.
