IDEA-41764 ClearCase: file delete/remove commit together with container package rename/move works incorrectly

Issue is visible to: All Users

if you shedule some file for deleting or move it to diff package, and then rename/move the package that has contained the file previously, and then commit the whole change, the file is treated incorrectly.

IDEA-38660 is the subcase of this one, probably
