IDEA-41469 "more/less" (Ctrl-F1) error description tooltip: invoking on error stripe makes description move across screen

Invoking "more/less" on an "error stripe" in the right gutter draws the popup in strange locations.

Invoking Ctrl-F1 multiple times makes the description move across the screen to the left.

Issue was resolved
