IDEA-40286 IDEA deletes Tomcat temporary files between runs, should be an option to disable it

  The issue is visible to the selected user group only
This is useful to use the same SESSIONS.ser between Tomcat restarts.

I have added option "Preserve sessions across restarts" to run-config UI, by default it is switched off
