IDEA-35832 VSS: UpdateProject: in dialog the Skip option should be shown by default and disabled

Issue is visible to: All Users
  The issue is visible to the selected user group only
when you invoke UpdateProject action, the Get dialog is shown with possibility to choose 'ask/skip/replace' options for Get.
however despite the selected option the ss Get -R ... -GWS is used always.
This is confusing, so may be we should simply disable this option, showing Skip
