IDEA-35807 VSS: some mask removing from excluded files list is recognized after project reopening only

Issue is visible to: All Users

if you add some new mask to the excluded list, then the correspondent files disappear from Chages view after refresh
however if you remove the mask from the excluded list, then the filtered out files appear in changes view after project reopening only
