IDEA-35769 VSS: ShowDiff invoked from ChangesView/Commit Dialog shows the base version as empty always

Issue is visible to: All Users
  The issue is visible to the selected user group only
the ShowDiff invoked by button in ChangesView or Commit dialog always shows the file as 'added', i.e. it is compared with empty base version.
CompareWithSSVersion and Diff invoked from history shows difference normally
