IDEA-35506 VSS: UpdateProject: MakeWriteable option is ignored

Issue is visible to: All Users

the Get dialog that appears on UpdateProject invocation has the 'make writeable' checkbox, but it is ignored - no -W option is passed to get command if this option is checked

"Make writable" option is now made disabled (and certainly deselected).
