IDEA-35446 VSS: after package deleting rollback the file inside appears writeable but not checked out

Issue is visible to: All Users

delete locally the package containing file (not checked out one)
rollback the deleting
---> the file is writeable, but not checked out. Should remain read-only

Issue was resolved
