IDEA-34721 When using "Run only tests that failed" with Code Coverage; use "merge results" by default.

Issue is visible to: All Users

If you have code coverage enabled for a test suite and "Run only tests that failed" you get the coverage just for the rerun tests.

A better solution would be to either.

Don't do code coverage when re-running just failed tests.
Merge results in this case.
