IDEA-23546 'TODO' is not accepted by spellchecker

1) The line with any spellchecker error is shown as YELLOW (mistype) instead of BLUE (todo) in scrollbar. ToDo should have higher priority.
2) 'TODO' is shown as misspelled ('toDo' - works okay)
