IDEA-22298 "Changes" Tool Window -> "Repository" Tab: When Active, "File" From Main Menu Could not Be Opened

  The issue is visible to the selected user group only
The Alt+F shortcut is captured by the "Changed Files" pane, and even ESC does not switch context out of the tool window.
