IDEA-20878 "Changes View" won't minimize when it has focus and there isn't an open editor

Issue is visible to: All Users

If the Changes View is open and there isn't an open editor window, the Changes View close icon does not close the Change View. It's closes for a brief instant and then reopens immediately. To reproduce:

Close all editors
Open the Changes View
Click in the Changes View to give it focus
Try minimizing the Changes View using the icon in the upper right

This is pretty minor I know, but a little annoying.

Environment: Windows XP SP3
