IDEA-12838 "Hand" cursor for clickable items on the tool window title bar

Issue is visible to: All Users
  The issue is visible to the selected user group only
There are two types of title items: "text" and "buttons". There is still not enough GUI feedback to distinguish between those easily. I feel that a "hand" cursor (like the one used for hyperlinks) would better emphasise that the item is clickable and provide better feedback to the user.
